Citizens Charter
The Governor of Assam is the Constitutional Head of the State. The Governors in India are appointed by the President of India under Article 155 of the Constitution of India, which provides for the appointment of Governors for states. Apart from their roles and responsibilities as Constitutional Heads of the states and union territories, Governors also play a significant role in the context of the relationship between the Central Government and State/Union Territory Governments. They act as a link between the Central Government and the State.
The Governor’s Secretariat is headed by the Secretary to The Governor, Assam. This post has been generally held by an officer of the rank of Principal Secretary/Commissioner & Secretary/ Secretary to the Govt. of Assam.

| 2 | Prompt action in RTI Act, 2005: With the enactment of RTI Act, 2005, implementation of the provisions of the Act has become mandatory. The SPIO and the First Appellate Authority are made responsible to dispose of RTI applications under this Act. | (a) In normal course: 30 days are taken from the receipt of the application by the public authority. (b) In case the applications are related to other Departments, these are transferred within 5 days of receiving the application. |

| 3 | Grievances redressal mechanism for Education/Universities: The Governor of Assam is the Chancellor of State Universities. A Chancellor’s Secretariat has been created in Raj Bhavan, Assam for expediting matters relating to Education and coordination between Higher Educational Institutions and Govt. of Assam. “The Chancellor’s Secretariat” has been set up in Raj Bhavan to assist Chancellor cum Governor and to coordinate between the Chancellor, Vice-Chancellors and the Dept. of Higher Education. In this regard, an Officer in the rank of Addl. Secretary to the Govt. of Assam has been posted in Raj Bhavan, Assam who also holds charge in Higher Education Department for better coordination between the two Offices. The office receives complaints from teaching/non- teaching staff and student grievances for their redressal. The officers-in-charge have been involved to provide redressal in these matters. |

| 6 | Mercy Petition Article 161 mentions the Governor of a State shall have the power to grant pardons, reprieves, respites or remissions of punishment or to suspend, remit or commute the sentence of any person convicted of any offence against any law relating to a matter to which the executive power of the State extends. The Office of Hon’ble Governor receives mercy petitions from convicts. |
